Shiva's Bull symbolises Dharma(righteousness), Power. It stands on four legs Satyam (Truth), Ahimsa(non-violence), Tyaga(Sacrifice), Prema(Love). Shiva is the Atman, witness-consciousness.
When Shiva's Bull Charges, none can stop its course. Nobody dare stand on its way.

He has made Truth, non-violence as his legs.
